Why the questions about Florida? Immigration is a federal process so it doesn't matter where you apply. The only way the particular area comes into play is the local office, and how fast or slow...

Thought I should mention - hubby received his US passport on Friday. It only took about a week and a half after he applied so they're really moving fast right now.

I believe it was only on a trial basis to start but as far as I know, it's now enforced nationwide.

I'm surprised you also didn't find on searching the threads that I 94s are no longer required for VWP visitors since they have to now complete ESTA.

Con offs have to apply the law to the visa you're seeking. It sounds like you're expecting them to (or hoping they will) ignore it just to be nice. Doesn't sound very likely when you say it out...

I know of no website that lists companies willing to shell out for H1b visas. I would assume its not something most companies advertise. Did you not read the 'Pulaski's Ways' wiki as was suggested...

And yes - your options are basically non existent if you do not qualify through your family or work. Sorry to disappoint you on...

You would only have an alien registration number if you had been in the immigration...

Yours sounds like a much better experience than what we had. Ours was long and quite painful. But hey, I guess all that matters is he's a USC after it all. :)
