Just got an Avis de Passage for a parcel that's arrived from my dad in the US - asshole Douanes have slapped a €195 tax on it!

I was married in Dubai 6 years ago in the Dubai courts. I don't live in Dubai anymore and want to know how I can get my divorce done without having to travel back. STBex lives there. Any ideas?
