There are loan programs for people without any credit report or SSN, interest rates suck though.

As a mortgage banker I cannot get a credit report for anybody without a SSN. There wouldn't be any...

With a LTV (loan to value) of around 70% your options are almost limitless. IO & Cash out would add around 0.375 to the rate.

Keeping a large balance on your cc shows that you rely on credit and definately isn't good for your credit report. The credit professionals also say maintaining a zero balance is bad for your credit...
