There shouldn't be any porblem with either of them. We opened our account with Westpac - by post/email at least 2 years before we arrived to validate. the only restriction is you can't withdraw...

Booragoon is a great place to live - 5 mins walk to Garden City - a great shopping mall, 10 mins drive to Freo, 12 mins drive to the city, good road and bus connections...
