In the Dubai airport there is a place that advertises an international licence while you wait, but I'm not sure if that would apply to someone who holds a non-UAE licence.

Yes, at the moment, but I expect it to go down. Vonage stopped working fairly recently. Etisilat is actively working on an anti-Skype solution.
