Otherwise I will apply for him as Moderate in French and let the officials give him as many points as they want because even 1 point will be an advantage.

Even without french points he is getting...

Can I land in Toronto and then move to Quebec and get the PR card made from Quebec.

We are landed immigrants. After landing we came back to our home country and my wife delivered the baby in our home country.

What is the procedure to add the newborn in our PR card.
