If the case is the passport has been stamped with a visa already, then the person has to land until December 2005 (date is six months prior to PP expiration) to comply with both policies/regulations...

The letter from the embassy specifically states that your passport must be valid at least six months AFTER your visa expires. Hence, if your visa expires on March 2006, you passport must be valid...
