I got a secured card from Capitol One. I paid it off every month, due to the rather high interest rate, but I hear it is better to leave an amount owing if you want to raise your credit score faster....

My advice would be to file the AR-11. It does not cost anything and it creates a paper trail. Having just had my AOS interview I can tell you that paper trails are what the interviewers are looking...
