I am not aware of any tax implications of paying cash for a kids college. As you mention liquidating an ETF from a brokerage account would be a taxable event.

I’ve enquired about it since naturalizing and my local office would accept the form and proof in the lockbox, negating an “interview.” Not sure I’d personally do that, rather get it sorted in person...

After naturalizing i just refer to myself as British/American or if someone asks for more information I just say I moved here in 2016 and my wife is from this area.

Liberty mutual did for us and wasn’t that involved. That said I’ve since had forum members tell me they weren’t able to.
