As far as I know the online application form is only for new applications. For reassessment/revaluation you need to submit a document application.

Again as far as I know this process is quicker

If I remember correctly you need to get your results re-validated. I am sure it's a lot quicker process than the new assessment.

ACS will only review if you had responded back within 60 days from the date of your result letter.

I believe you now have to submit a new application

Although I have seen the list for VIC and that they will accept my asco assessment,...

I think i read on poms in oz forum that you can use 2231-79 +ve and you dont need to re-submit for a new assessment but nothing is clear

As it states on their site that IT experts with specialisation skills such as Network Security are still eligible. I have also read that you can use your old 2231-79 code, how?
