Quite right and I think implied if you read both my posts carefully. The UK rental income is not "claimed" to the IRS as you put it, it is declared to both the the IRS and HMRC but the tax is paid...

You cannot legally receive the Winter Fuel payment and be resident in the USA. The WFP is only paid to to residents of the UK, the EU and Switzerland.
