you can do that if you are sure to get your new letter in 28 days. The current probability for a CO to be assigned in 28 days and even before that is quite high when you are doing a 176 application....

no they dont, unless you are Singaporean - if yes, they give it to you and not send it to your case officer. I dont see the point in sending police clearance to CO like Medicals :p.
