Hi as soon as you start your course work as a plumber in collage and can get employed by a plumbing company, this is when your 4 years experience will start. So basicly the sooner you can get a job...

Are you employed as a plumber already??
You need to work for a company as an apprentice and go to college for 1 or 2 days a week for 4 years, after that you will be a fully qualified plumber.
