I don't think it is a crock, not at all. I volunteer at a homeless shelter and 75% of the people work low paying jobs. Those kind of jobs are frequently through day labour companies so a cell phone...

I don't quite understand this. If you are in the USA you should use the USA spelling. American spelling is not acceptable in British schools so why should the reverse apply?

In most states, if a report of abuse or neglect is reported ( even anonymously) to DSS, the department is required to send an assessment worker to investigate within 24 - 49 hours. Much much sooner...
