Just politely remind the headmaster that the matter has already been resolved at the Police station. If they do not withdraw their demands and offer an immediate apology, you will forward their e-mail to GEMs, the Police and Gulf News. In my view, what the school is now doing is worse than the original offence.

This is all so ludicrous! It's only a sodding phone which he shouldn't have had on him in the first place! I can't believe the headmaster has become so involved in something so trivial. You pay school fees for your son to attend the school, you have dealt and resolved the issue with the police, why are they even tolerating this going any further? I suggest the father needs to go and get laid if he gets this frustrated of such a little thing!

if it had been anything other than the school we are dealing with, I probably would have, but I've got 3 kids in that school and they are happy there and I don't want to get into the situation where we need to find another school for them...

If (and a huge 'if') it comes to it that your son does end up washing cars (to keep the peace etc). Who would be liable for any damage to the cars, the school? I'd make sure that was in writing first.
Then...
Just make sure he wears jeans - with lots of metal studs (sharpen then?), a nice big metal belt buckle etc - insist that he washes the teachers cars... who knows how many scratches the cars will end up with.
OK, maybe not the most mature and sensible path to go, but an option.
