Word on ABC Radio (Australia)--not a source given to wild speculation--early this morning was that the Philippines is facing a sudden ramp-up of cases within the last week, portending something potentially as awful as India's recent spike.

Yet I'm seeing nothing resembling that level of concern here from assorted in-law relations (some more switched-on than others) in the Visayas.

Which side has the story wrong?

Well it's bad here, likely to get worse over the next few months too. But nowhere near India. Here there is one large epicentre in Luzon, the situation in the Visayas having been brought under control earlier this year. Otherwise there are two more isolated areas in N Luzon. But in India there are four or five large areas which are surging now. Many workers travelled across the country recently. The biggest around Mumbai may have grown so rapidly due to a double mutant. Hospitals here are getting short of beds, medicines and nurses but nowhere near as bad as in India, where even oxygen is running out. The government here can be criticised in a number of areas but I think they have controlled it better. Domestic travel restrictions have been fairly good. In India many large scale gatherings have been allowed recently, not here. Both countries have slum areas, India with over 100m out of 1.4bn, for here it was estimated by the World Bank at 43% of the urban population, but in the one epicentre not so many people. India has a Federal government system which seems to have been caught out by the speed of the second wave across the country.
Dr John Campbell has just done a video where he establishes that the great majority of Indians are woefully deficient in vitamin D. One of many results being they are more likely to have lower immunity and suffer water in the lungs due to the severe inflammation from covid.

As with the UK the Philippines starts to ban travellers from India many days after its double mutant has been suspected to be behind more rapid transmission there.
You can look around all the news sites here and you won't see any report on flights from India to Maila. Are they still operating?
India is obviously a large Asian power and now a source of vaccines. They may be the two main reasons why there is a reticence to ban arrivals from there.

A lower 6,895 cases, 5 labs were late and 1 was not operating Monday. Then there were the 22 not operating Sunday. Results are close to up to date with a backlog of 120 only included.
Positivity rate up at 18.1%. Tests in preparation at 47.5k.

Recoveries 10.7k.

Deaths 115 and 59 of them were RDs.

Active cases down to 67k....now 1.4% Severe, down 21 to 949. Also Critical up to 1.1%, stable at 746
NCR ICU stable at 71%, Isolation down to 56%.

Shocking rise in official covid deaths his year. Due to the length of reporting delays we cannot be confident in a downturn being established yet.

Location detail:

CAR 247
NCR 2,963
Ilocos 85
Cagayan 380
C Luzon 866
4A 1,478
W Visayas 147
C Visayas 104

NCR at 43% of national cases..
NCR bubble up at 63.2%
Top 6 also up at 63.2%.

For NCR cities:

Eight cities down, 6 were about the same and 3 went up.

Pasig down 189 on the day before, Taguig down 315.
QC was up by over 300, Las Pinas by 162 and Mandaluyong by over 100.

QC with nearly 7% of its 90k cases active. Also has a record of disputing its ownership of cases with the DOH

Las Pinas with a high 10% of its cases active.

City of Manila's cases, a low 5.6% active, rose a little less steeply and lately showing the start of a downturn...

For the regions around the NCR:

The numbers in the regions close to the NCR all went down except Rizal, which reported 574 cases, 139 more than the previous day.
Further away Batangas had 57 more.

Rizal, steep rise.

Batangas also.

For cities:

Bacolod 47, down
Baguio 57
CDO 23, down
Cebu 17 down
Davao 27
Zamboanga 54 down

In C Luzon:

Angeles 53 down
Tarlac 99, up 42.

As the Philippines struggles to control a surge and vaccines are only trickling through we should not be surprised at this.
Not that he was cooperating but I watched Willie Reviliame's evening show on GMA 7 yesterday and he did his regular presentation of the daily covid stats. Fine, but he then made the observation that things were improving as the numbers have been falling this week. Ignoring the closure of test labs. And the continuing high positivity.

Flexible MECQ for the NCR bubble area until at least May 14.
Yes, a bit of a mouthful, but makes sense as some NCR bubble cities and LGUs are doing better than others so can relax more. There will also be a pressure to have the same regulations across areas in the bubble, especially in the NCR. Let's see how that goes.

Yesterday nearly another 1,400 cases added compared to the day before. Nearly all cases were up to date and a lower 16.9% positivity came from 37.4k individuals tested. Tests on 50k in preparation.
Deaths 114 with 68 RDs. I notice that the RDs are starting to be mentioned in the media more. But no one daring to say anything about them, do any research.

Recoveries 6.6k.
Active cases 69,354, 1.4% Severe, 1.1% Critical. 971, up 22, and 763, up 17.
NCR ICU at 72%, Isolation 54%.

Location details:

CAR 231
NCR 3,384
Ilocos 182
Cagayan 383

The NCR added over 400 more cases yesterday, 41% of the national total.
The top 6 regions made up 68%.
The NCR bubble 60%.
All these shares of the national total were down significantly on the day before.

In the NCR 11 cities had more cases, 4 less.
Caloocan had more than 200 more, Pasig 150 more.
For falling cases QC was notable with nearly 300 less than the day before.

For provinces Bulacan, Laguna and Cavite all had substantial increases in cases. Rizal reported 181 less to 393.
Batangas had nearly 50 less.
Pampanga reported about the same.

For selected cities:

Bacolod 25, down
CDO 67, up

Zamboanga 92, up

Baguio 102, up

Angeles 70, up
Tarlac 51, down.

Salons, barber shops, dine in now back at low capacity. Too low for the owners to make any profit and employ staff. You can exceed these limits if you conform to a new programme coming soon.. How easy will that be? We await the details.
Mask on at all times so it seems shaving, shampooing are out.
A bit tricky to cut hair around the ears too!

These establishments in the NCR will gain a little from curfew reductions.

Vaccinations:

https://news.abs-cbn.com/news/04/29/...n-target-start

The general adult population might get one by July or August!

The vaccine Czar cannot be more specific given the rise in cases world wide. Countries like India, but a number of others, will prefer to keep them for their own populations.

The world.

A total of 8,748 announced yesterday, nearly 500 more than the day before and 5 labs late reporting. Moreover 436 positive cases were held over for another day. Positivity at 17%. Tests on the way for 50.6k.
Recoveries at a lower 4.1k.

Active cases at 73.9k.
Severe 961, down 10. Critical 739, down 24.

Deaths 89 with 46 RDs.
NCR ICU at 71%, Isolation beds at 51. Both down.

Regional data (to give an idea of cases outside the top 6 I will show more regions today down to those in 3 digits)

NCR 3,054
4A 1,933 (omitted yesterday..1,385)
C Luzon 1,124
Cagayan 629
C Visayas 394
W Visayas 334
Ilocos 202
CAR 182
Bicol 147
Zamboanga 135
E Visayas 114
MIMAROPA 113
Other MIndanao 361

The NCR with more than 300 less yesterday. Making up a lower 35% of total cases.
Top 6 regions at 85.4% (the day before the % was incorrect, it should have been 83.5%)
The NCR bubble at a lower 55.2%.
Notable the rise of Bicol, Zamboanga and MIMAROPA , which used to show only two digit totals.
For MIMAROPA, more than half the cases, 72, were from Palawan.

For the NCR 6 cities were substantially down, 4 up.
Mandaluyong added 80 more.
QC was down by 120 on the previous day, Taguig was 113 down.

For the provinces around Manila Laguna added 158 more, Cavite 122 more and Rizal 84 more.
Batangas had 80 more than the day before.
Quezon at 79 about the same.
Bulacan added less...144, down to 283 cases.
Pampanga at 251, about the same.
Pangasinan at 90 cases.

Ifugao, CAR 7 cases.

For selected cities:

Bacolod 71, up
Baguio 67, down
Santiago 13
Cebu 67
CDO 49
Davao 33
Zamboanga 81
Puerto Princesa 55

Angeles 97
Tarlac 125
Zambales 52...all these 3 C Luzon cities were up on the day before.

https://news.abs-cbn.com/news/04/30/...plus-residents

The need to get people in this sector back to work is obvious but allowing those from GCQ and MGCQ areas means some will come from areas with rising cases and positivity. About 40% of national cases recently have come from outside the NCR bubble.

Updated Quarantine areas:

Yesterday a lower 7,255 new cases but nothing to get excited about as 15 labs submitted late. Results will reflect that tomorrow. Positivity from 44k tests was at 15.7%. A small backlog included of 330. Tests on the way down at 34.3k. weekend effect.
Recoveries 9.2k

The DOH said that the average virus Daily Attack rate per 100k in MM is now 25, down from 34 in mid April.
But for comparison the UK's worst areas are now mostly below 12.

Deaths 94 with 51 of them RDs.

Deaths may be levelling off, We must wait for usual delayed validation to be confident

Active cases at 69,466 with 973 Severe (1.4%), 764 Critical (1.1%), down 28 and 22.
NCR ICU % up 4% to 74, Isolation still at 50%.

Dr John Campbell recounted a top Indian infectious disease doctor saying that now 30 to 40% of cases there are seeking hospital treatment. Due to failing to self medicate at home. Dr John commented that in the UK it's about 5%. Probably not as high as 30% but could be more here as many deaths do not take place in hospital. My suspicion is that these include most of the many miss classified "Recovery deaths (RDs)"

Twenty one labs late in submitting yesterday, nothing said about where but we can assume NCR and around. Plus the effect from the weekend gave a much lower 5,683 new cases. Positivity lower at 14.3%, probably affected by the lack of results from labs in higher positivity areas. Backlog of 637 included. Tests on the way at a lower 30.9K. All not well with testing!

Recoveries at 9k.

Deaths 97 with 40 RDs.

Active cases at 66,060 and a higher 1.5% of them in a Severe condition: Severe 991, up 18, Critical 727 down 37
NCR ICU stable at 74%.

All the top regions down in cases. Zamboanga added 50.
NCR at a lower 32% of national cases.
The top 6 regions with 80% of cases, down.
The NCR bubble area up slightly to 51%.

In the NCR only two cities increased...Muntinlupa added 42 more than the day before. Pateros also had more.
QC only fell by 48, Taguig only by 10.

In the provinces around the NCR all had many less cases, but Rizal fell by only 12.

Target sensibly lowered for this difficult job.

Plan to vaccinate 70% (of adults?) in NCR and surrounding provinces by November and get to herd immunity

Maybe 70% a bit low, given the lower past exposure here to the virus? Would be easier if they adopted a delayed second dose policy? Nothing said so far here on the vaccination of those who have already had covid. Studies are finding good immunity lasting many months. Above all vaccine shortages will be the dominating factor to make it this year given the recent rises in cases worldwide, but especially in Asia.

A good way to spread covid is to be in close contact with the PNP, who according to this seem to be seeing an uptick in infections lately:

According to the DOH test submissions were also low last Tuesday so although just one lab was late yesterday the 6,637 new case total was much lower than it should be. Positivity at 14.7%. A very small backlog of results included. Tests coming along a little higher at 48.8k.
Recoveries 6.1k.

Deaths again high at 191, 109 of them RDs.
The number of recoveries catch the media's attention every day now but also every day we get these RDs, which subtract from those past recoveries...over 300 for the last 4 days.

Active cases 68,170...again 1.6% Severe...Severe 1011, up 8, Critical 758, up 5
In primary hospitals only.

Contact tracing:

https://news.abs-cbn.com/news/05/06/...-czar-magalong

An enormous task to retrain so many. One wonders where they will get the trainers from, are they presently doing the job and if so they will be a loss to the contact tracing service? And how long this will all take as improvements are needed quickly.

Philippines genomics sequencing:

Poor, only 7,167 samples, but "nearly half of all sequenced samples were foreign variants".

SA 1,075
UK 948
P3 157 (Philippines)
P1 2 (Brazil)

For the UK which has a much better, bigger effort:

March 27 0,2% of samples.
April 10 1.7% of samples.

Areas with frequent India travel eg W London, Leicester

Less restrictive MGCQ quarantine for Tacloban though its falling trend has recently levelled.

Zamboanga City now MGCQ. Decision came a bit late!

Households in the city now allowed to go out either on MWF or TThS.

The IATF keep faffing around with the international inbound quarantine requirements which is making it very difficult to make plans. It was 6-7 days in a quarantine hotel with a swab test on day 6, it's now changed for no apparent reason to 10 days with a swab test on day 7. Reading between the lines they can't get the test results back in time so have given themselves another couple of days. The problem is that like us we have already booked the 7 day hote! stay and now have to hope the room is still available for the extra days and there's every chance it'll change again before the end of the month, probably several times.

Gazza-d.
Apparently if you are a senior you cannot get a hotel reservation. Hope this rule doesn't apply to seniors under quarantine.
Now that the former head of IATF is now the big chief of PNP things may get worse.LOL
