And from your professional perspective, which would group would you put those;

That have arrived in Europe using people smugglers, that would I think includes those arriving across the sea from turkey in boats and rafts
Those walking/driving across borders to avoiding registration

I feel derelict in having failed to study the procedures. If there were to be anarchy in Ontario tomorrow such that I feared for my life, I'd probably flee by lying that I was just popping over the border to visit Premier Wines and never come back. A well founded fear of persecution would, for me, trump any lack of procedural propriety. I see now that, in case of emergency, everyone should stay current with the UNHCR documentation.

But if you did just run south in light of anarchy and failed to ask for asylum at the US border
Would you be surprised, if caught, that you might get sent right back or put in some compound as an illegal ....
as I believe that what happens to Mexicans, who might have some reason to leave ?

Those are for Canadian legislation people seeking protection i.e. a Protected Person as defined by section 97 of IRPA. They are not registering with the UNHCR as Convention Refugees and living in UNHCR camps.
The other argument is that these crossing the borders are not seeking refuge in the 1st safe country they arrive in hence the complaints of those arriving in Germany, the UK, France and Sweden where it is argued that these countries offer more to the protected persons or migrants than say Hungary, Poland and a few others.
South Sudan is a country just affected as Syria but I haven't heard from the PCs or Libs that they want to bring 25,000 Sudanese refugees in or how many Iraqis or Afghanis or Somalians or a few other countries.

I would not take the chance that some oik in a booth who probably doesn't like Londoners would properly assess my claim. I'd go for immediate safety and deal with the administrivia later.
