Some times i think the whole foreign to property scandal is just a smoke screen to keep peoples attention away from the real scandal which is how much black money has been hidden in Goa by buying property.There is no National Land Register in India, unlike the UK, so its quite easy to buy villas and apartments, especially if they are in gated communities with guards.No chance of them being squatted.In Riviera Palm 2 there are at least 5 apartments that have never had a resident at all. My friend leased on from a Delhi investor and he said it was completely unused in the flat.Everything was still in its original rapping paper.At one time in Goa you used to get a certificate of exchange when you changed money or you went to Mapsua Market now you just pop into calingute and Bobs your uncle.No record at all. Millions of pounds, dollars and Euros just vanish into thin air.....wonder where it ends up ?
Land register is computerised now. Certainly elsewhere from Goa 'squatting' is an ongoing problem, people once inside your property you would never get it back (without force!!!) and that can include non rent paying tenants. |

If black money flows in from say Patna in Bihar, and is invested in property in Goa with the deeds going into a safety deposit box in a bank in Panjim. The property might be registered to them in Goa but as far as Patna is concerned it doesnt exist unless some one tells them.I find it quite strange that some one would buy say 4 flats and keep them empty for over 5 years then suddenly start to rent them out but only to foreigners ! stinks of money laundering to high heaven.Yet the authorities take a blind eye to this and persecute evil Europeans to get press space in the local rags to cover up whats really been going on.Maybe that's why there is no national land register, it would be too embarrassing for certain people, especially in The Congress Party and The BJP too.The same situation is occurring in Tamil Nadu as gated high rise communities are mushrooming along the coast around Chennai. New ones appearing monthly while Chennai slowly rots from low investment and bad government.

Regional Plan 2011 is available in map form, as is the Master Gazette which lists all the survey plots which have permamently been rezoned to 'Settlement'. I tried 3 times last month without success to get a look at the Regional Plan 2021 proposals which the Chief Minister promised in the media would be available to all at their local Panchayat throughout July Calangute Panchayat had a Gram Sabha meeting on 28th. July but this was a closed meeting. Can't get a sensible word out of anyone like it's none of my foreigner business - I mean, I only pay House Tax at 1,000 R/- a year and my neighbours with larger properties are levied at 20 R/-, though they rarely even pay (according to the ledger)! - that's a 5,000% skin tax and I've been paying it for 9 years now! |

(He has brown skin). May be the 20 R/- in the ledger is only part of that given, the rest goes in the strategically placed bucket!!!!! |

AndyD 8-)₹ Just one example out of many. My house at 1,000 R/- predates many of the properties at 20R/-. I suppose each Panchayat takes a different approach. At least they placed my letter of change of ownership stamped as on file and they take the annual House Tax with receipt given and no complaint. Does such a thing as a Land Registry exist beyond the old Cadastral Plans, Survey Plans, and Form I & XIV ??? |
