8 Nov: Times of India. Polish, TUI Holland, Fritidscessor, Edeilweiss charter operators have already cancelled or discontinued their flights from this year. Thomas Cook and Arinkomakat have reduced their period of operations to four-five months and Baltic charters are reduced to three months. The issue of visa on arrival is also considered one of the reasons for charter flight cancellations from Poland. Inadequate tourism infrastructure is another reason

I am not suprised at all about the cancellations occurring.The Goan Government is living in cloud cuckoo land when it comes to attracting tourists from the developed countries and it comes as no surprise to me that the Russians are now more numerous than the Brits.Russia is mostly a complete s**t hole so coming to another s**t hole is right up their street.Child pornography, prostitution and gangsterism and drunkeness are par for the course in most Russian cities. I would say 90% of my old friends who visited Goa and stayed in the Candolim area have stopped coming because they don't like sitting with Russians who behave as they own the world, instead of a land rich in resources but with little civilised culture. Indian domestic tourists at their worst are nothing compared to this lot of savages.The Indian Government have kicked out the goose that laid the golden egg and invited in a snake which will eventually poison the coast.
The idiots in Delhi who changed the visa requirements and fiddled with FEMA and denied registration to foreign owners of houses because of some left over inferiority complex to do with colonialism but cannot deal with rampant corruption in their own ranks........Monaco on The Arabian Sea, more like a broken sewerage plant in a garbage dump.....who is willing to travel over 5000 miles to watch some one having a c**p in the bushes and then you step on a cow pat.

With members of the group complaining that sub-registrars in Goa refuse to register their properties acquired for business purposes, Parrikar clarified that the government would allow the registration of land for the purpose of company investment and not for individual purchase.
Heraldo had a slightly different version with the CM saying he would petition for 'compounding' of offences and reduction of the penalties from confiscation to fines**

Chameleons - can you verify that he said that Registrars would still not register individual purchases?

P.S. Several years ago I heard a senior lawyer give the opinion that the wording of FEMA clearly indicated that confiscation was aimed at offences relating to foreign exchange etc. and not to immovable property.

Obfuscation comes to mind here or is the usually acceptable word FUDGE more correct ?

More likely poor journalism, inadequate and inconsistent reporting of what was actually said, standard practice in Goa media. Also, they have to placate the aam aadmi niz Goenkar from thinking these foreigner land grabbers who've disinherited them their birthright are going to get off scot free, which I hope Parrikar has concluded means 'be treated humanely and fairly, not victimised'.

Sounds like Chameleons might have been at the meeting though, and his reporting is very encouraging. Let's see.

No, he did not say that because he was not asked about individual purchases. The question that he was asked in regard to private ownership more related to people being allowed to sell and he basically said that, after 5th/6th January, he would "help people get out of the trap".

Michael Lobo's question more related to properties necessary to do business and the fact that the registrars were refusing to process these purchases/sales if a foreigner was the owner or part owner of a company. This is where he said that he would "rescind the instructions" to the Registrars and that sounded as if it would be almost immediate - assuming he got the relevant details from Michael Lobo.

PJ is not totally wrong about the "fudging" but I suspect that this was because he is nowhere near as familiar with FEMA as we are and he knew it. Unfortunately, he was late arriving and late for his next appointment. I scribbled notes like crazy but the property bit was a small part of the meeting and went by pretty quickly!

The person who asked the question about the selling of property thanked him for the clarity of his response but I felt he left himself room to manoeuvre. My biggest concern is that this is a very small item in the overall scheme of things and, while he currently thinks his diary may have cleared a bit by January, we all know that the paperwork expands to fill the available briefcase.

My overall impression was that he was not fully up to speed on individual property ownership and the question was unexpected in a meeting involving business people, hence the slight "fudging".
