Taxing these compensation payments is paramount denial of the events. I would suspect that only a very small percentage of those deserving compensation will receive anything; another of those situations where the availability of compensation is never advertised and then to get people have to go through hoops.

What are silly question! The victims' human rights are exactly the same as those of the accused.

No, in theory they might be but in practice they are not and if you had ever been burgled or mugged you would know this.
