Those are winter tyres. Most people buy them on the cheapest wheels, black ones, and keep the original wheels for the summer/all season tyres. That way, when it's time to change the tyres there's no messing around with pulling the tyres off the wheels; you just pull the wheels off and put the other set on. This helps where the original wheels have a finish that's likely to be damaged by the salt.
