perhaps controlling growth = facilitating the growth of some, at the expense of others....

Not strictly true. Once, when I told him his opinions were wrong and used Australian Bureau of Statistics figures to prove it and he told me I could "shove those figures up my f#$kin @r5e"

....then Iamthecreaturefromuranus said I was one of the top blokes on this site.
