I have passed through Miss. Stayed in Natchez a couple of nights. Lots of Dollar Stores, Thrift Stores and gas station snack outlets so I understand your response very well

The California toll roads I am familiar with in the San Diego area have 24/7 tolls, but the tolls are easily avoided.
The South Bay Expressway is tolled but there are free alternatives via other freeways and surface streets.
I-15 express lanes have a toll but the following are exempt and can use the lanes free of charge.
"Carpoolers, vanpoolers, public transit vehicles, motorcyclists and those driving permitted clean air vehicles can use the lanes for free."
Really only ones who have to pay the express lane tolls on I-15 are solo drivers who can pay 50 cents to 8 dollars depending on distance traveled to avoid congestion.
Can't say about the rest of Canada but toilet seat covers are a rare find in BC public toilets, but go into WA state and nearly every single public toilet has them.

When i see a clean toilet those toilet seat covers just scream that you're ass isn't even clean enough before you sit down?
Was it the US or Canada that invented the padded toilet seat? I hear some are even heated and greatly cut down on the pins and needles after too long on the throne.

If a toilet seat 'looks' clean and is dry why would you bother with the paper thing? What does it matter if the skin around your bum touches germs? What do you do with that bit of skin that warrants it being kept germ free?

The paper "thing" is probably unnecessary, but then again so is a car seat belt. In around 450,000 miles as a driver (and probably another 100,000 as a passenger) I have never once needed the protection of a seat belt, and yet I strap myself in every time I get into a car, and I always have. When a paper thing is available I always use one.
I haven't yet got around to buying a supply of paper things, but I have been meaning to do so.
