There would be nothing wrong in controlled immigration from Mexico if a system was set up to make sure they can pass a physical examination, carry no communicable diseases, pass a criminal background check. They could be given temporary green cards or required to serve a probationary period of five years in which time they would have to show other than a parking ticket or two that they had stayed clean within in the law and had been gainfully employed within that time
The immigration dept sucks. When borders cannot be controlled something is wrong, somewhere, laziness. apathy, indifference so what happens is that people come across who shouldn't be here. It was only recently that the border patrol unearthed a whole network of tunnels leading from Tijuana to well inside San Diego County and used by drug smugglers working for the cartels. Drug use will never be brought under anything near complete control but a start could be made by strangling off the supply from south of the border by land and sea.
