Maybe, maybe not. One of the main ways the insurance companies are keeping costs down is with very restricted local provider networks. Out of state companies would have much more difficulty trying to negotiate with local providers.
It's the providers that are driving the rise in healthcare costs.

Unfortunately, Obama's wasted effort to be the post-partisan president lost the opportunity to ram it through while Ted Kennedy was still alive. As a result, we ended up with a political football of a healthcare program that still ended up being used as a wedge issue even though it was compromised.
