This seems to be the latest situation;
The law, issued on June 1st, states that any property that is not occupied for more than four months a year does not require the certificate. We have signed numerous deeds before the Notary Public who has accepted an exemption certificate signed by the seller.
It now appears that the corresponding government ministry is revising the law and it will be based on the usage of the purchaser as opposed to the seller which makes more sense. This will mean that all properties sold will need the certificate as no one can guarantee the usage of the future owner. However, the law as it stands at present states the above exemption.
