I have thought of reporting him, when I mentioned it to them last year they said they had had millions of them and laughed. I doubt he would pay up or be bothered about it. I am looking at dog repellents now. I think he is a few pork pies short of a picnic but just how nasty he could turn I do not know.

You could try a water spray first. Dogs don't like it in the face/eyes and it won't hurt it. It will remember you if each time it comes near you it gets sprayed in the face. I think I know the dog! Owner has no recall over it whatsoever and it runs out at all dogs on the lead or not who walk past his office in town. Nightmare mutt!! Worse owner!!

Yes that is the same dog and owner. I might try being armed with camera and or water spray.

Spray the owner too if he can't recall it!

I have found several options for personal alarms on line, I will be doing more research on them, some have dog repellents also.
