Despite what he says, such a law would be unconstitutional (check out the text of the 14th Amendment).

I'm doing the opposite (live in south SJ, commute by Caltrain to SF). Burlingame, San Mateo, Belmont etc are nice but a long commute to SJ. I'd recommend looking within San Jose area itself...
