do not know if this helps, but you need a positive LMO before you can apply for a WP ..... ie - here is our time line -
LMO applied for Feb 07 - took 3weeks to come through positive
took WP's...

we did look at going through a consultant but decided to go down the cheap and cheerful route and do it ourselves, one company who at first seemed interested kept pushing one consultant...
