There's a bit more to it than that for me, it's an old/unusual car, so I'm concerned if it will meet safety, crash protection, emissions regulations and the like.

Useful stuff. One thing I've failed to track down so far is a list of exactly what the standards are which vehicles have to meet. I know things like flat mirrors, an immobiliser and child restraints...

It's very unlikely to be cost effective to take. The general concensus is that it's not worth taking a car unless it's of special interest or sentimental value.

Hmm. Not sure it's tosh to be honest. Birds have a low infant survival rate, and can't produce too many broods per year. It wouldn't take too many cats to produce a problem, they are very efficient...
