British Columbia Exchanging License without PR card

Has anyone managed to exchange their overseas license for a BC license without a PR card??

ICBC state that you have 90 days before you need to exchange your license but the only form of Primary ID...

So it turns out that in London you can simply turn up at the VACs, get a ticket and submit your documents (and pay the processing fee). They then forward it to the IRCC.

I have TWO UCI numbers and still can't link it, so your not alone. (In my case I think it is because my application package is still being checked and currently only has a temp file number).

Enterprise were good, that was who we used.

OP, if you hire a car make sure to get a large enough one. The dog crate takes up a large amount of space, plus you have all your luggage.

Yes it cost us money (and stress). Don't think we could claim against the arlirline as it was nothing to do with them. It was immigration that made the decision. Can't expect the airline to accept me...
