Additionally I don't see it passing the due process clause or the equal...

I successfully opened a new UK Amex Account after repatriating in 2019. Amex recognised my US credit history and my personal history with them granting me a similar credit limit.

I used Barclays International and opened whilst still US based. Choice of Isle of Man, Channel Isles or London based offshore accounts. No complaints at all, in fact impressed with service received.

Before repatriating to UK in 2019 I checked with TD if they would allow a UK resident to keep an existing US account open and they would not. Had to close out that account.

Still have USBC and...

AFAIK the US/UK DTA is applicable only at the Federal level. States apply their own tax laws with no regard to the treaty.

If those 5 years you refer to were purely voluntary and not connected to work then yes.

WEP is calculated at max 50% of the foreign pension. So if 10 years out of 20 years of the foreign pension...
