I put my mugshots in one of those paper CD sleeves, wrote my name and A-number on one of the margins and clipped it to the application.

To my great dismay the pictures did not get lost...

I got approved @ VSC back in December 06. My fingerprint appointment came after the actual approval... Anything is possible- however, you sure will get the appointment eventually...
