I've had the same issues with Delta and United (twice) - all flights from the USA. They always sort it out, but it sure is a waste of time explaining to clueless agents what PR is.

I'm pretty sure this is correct. If you are applying from within Canada then your Q.10 on IMM008 Current country of residence should be "Canada" and there is a box to indicate your status in Canada...
