I would suggest to send an email to the URP (Ufficio Relazioni con il pubblico) in Italian to chase them up. For me at the Comune di Roma, it did the trick!

6 months ago I applied at the Italian consulate in London to renew my passport, and it was delivered after a couple of weeks.
It was mandatory to provide them with a prepaid special delivery...

This doesn't make any sense, without the bolli your application for a certificate wouldn't even be accepted in the first place. They should have stamped your bolli on to your request form the first...
