The criminal standard of proof is 'Beyond Reasonable Doubt', rather than 'No Doubt'.

Returning to Kiszko, and the Irish cases, that standard had been reached and the accused sentenced accordingly....

Probably not, but I'd imagine that some do. They certainly have firearms related crime in the UK, and unarmed officers have been killed.
