Yes, a 6th form college is free for 19 and unders.
Colleges in the US, would be called universities in the UK. And there is no real equivalent to the Community College that awards Associate Degree...

There seems to be some reasonable properties for around 400 euros a month. Add 100 for utilities and that comes to a bargain price of 500 euros.
