You don't need to send it at the same time, but it cuts down on your processing time if you do.

I printed the forms out and wrote on any stuff like that - "PRESENT" in date boxes or where the text was too big for the box (like my university's name).

The decision in Mississauga is only whether your sponsor can actually sponsor you. The London office decision is the approval of the person being sponsored.
