I think it stems from her being Spanish and me not. Something about my rights as a foreigner should we split up or anything happen to my other half but I'm far from clear on the issue!

No. Sorry, maybe my post wasn´t clear. What the DVLA told you is my understanding as well. I have just exchanged my English license for a Spanish one. At no time did I have both.
