I cannot answer specifically for Cleveland, but I had my interview in Columbus on 09/01/04 and the oath ceremony was on 09/21/04, so almost three weeks.

I applied for citizenship in November 2003, had my interview in Columbus 09/01/04 and attended the oath ceremony yesterday. No more USCIS! (or whatever they are called today) :)
