I got medical call around 9 months after CO allocation. Applied back in April 2011.

I would say that you can go with your family and send them back to home country after validation. Though you need to bear Travel expense...

You can claim extra points by meeting Australian Study Requirement but its not essential. These visas are for offshore applicants !!!
