My point exactly...,if the enforcement goes up to 85, so will the speeds driven. You can pull up any number of studies that will "prove" black is white and white is black...,it depends which interest...

I passed thru Houston a while back - an extended stay spanning the rodeo. Have to say, it gets a bad press, and while I don't think I'd go as far as to say I love it, I always have a darn good time...
