No, Pending GSM Visa application is not related to pending or positive skill assessment.

It means GSM visa application lodged with DIAC and acknowledged by them.

Oops is it? I sent form929 anyways, coz it was mentioned as mandatory to fill this form even after a visa grant though... thanks for the info :)

You can inform them when you are in india via form 929 as this will enable your new passport details on DIAC systems too. Better to do earlier.
