Paperwork is a pain in almost any country you go. I remember how it was when I moved to London. Althought UK is one of the most civilised countries in the WORLD, I had loads of troubles initially....

Was your daughters husband paid in UK? If so they might be able to get some child tax credit. As a general rule if you call The Child Tax credit helpline they won't tell you how much the reward is...
