No, true first-in first-out isn't in general how our society works. If it were, there would be only 1 toll booth on the highway, 1 pump at the gas station, and 1 checkout at the supermarket. But there aren't, because the volume of business is too large.
Instead, you walk or drive in right behind someone else. If you get the 'right' line or pump you get out before the person who was ahead of you. Get in the 'wrong' line and the guy who came in after you gets out before you.
If you are in favor of changing these things to first-in first-out I think you would have an up-hill battle getting much support for your idea.
If you agree that it would not be practical for these operations to work with a single line, first-in first-out, how do you figure that such a system would improve processing times at the USCIS?

average middle income? Do you mean median or average? For whom? All Americans, just those wanting their spouse to immigrate? It sounds like you want to create another layer of immigration beauracracy (sp?)? What % of the 'average' income is fair to spend for expiditing. What if they have kids, do you take that into account. How about where they live, its cheaper in some areas so they would have more to spend on the expiditing.

No its called discrimination. Government services are not offered based on your ability to pay. Gross differences exist based on the local tax bases but the hope and theory is that all Americans receive the same level of service (usually bad) whether it is national defense, air safety, coast guard, etc. Some people pay no taxes yet they still get to send their kids to school, they still can ride the bus, etc.

Been following this debate and I agree completely with what Hypertweeky and DCMark have said. This is why we pay taxes. If we go along with the "premium" system, why not just go all the way and auction off the USCIS's services to the highest bidder? Heck, we could go further than that and let the USCIS employees make their own deals with the public. It is a bad idea and is only attractive because the current level of service is so awful.
