Yes he can and he should be clear with the port of entry agent what his status is. He has an active application for PR as a sponsored spouse.

which document checklist should I be preparing my inland spousal sponsorship application from? IMM 5491 or IMM 5443? they both seem the similar.

Getting a bit antsy waiting for sponsorship approval. Doesn't help that I am off work for a few days so checking a lot more!! What e-mail address does the mail confirmation usually come from? Application received in Mississauga on 22/11 - 40 days now, but I suppose that office was shut down for the holidays so need to take that into account.
