JB_UK stated that a friend he/she knew worked in the fine collection department and that they don't bother trying to collect the fees cos it's too much cost and manpower.

I am sure this is mostly true. However the risk is yours to take. I don't know anything about speeding tickets in AB. All i am saying to you is, are you sure it is worth the risk. It's because you _might_ come back to Canada, furthermore apply for permanent residence (who knows???). Have you seen a PR application form? If you never do, then you are fine. Good luck!

If he's swapping mutually exchanged driving licenses I would argue that the cost and effort involved in tracing him is negligible, certainly far less than his fine, and nowhere near as unlikely to happen as he hopes it might be.
