The problem is UK private pensions and government pensions are not subject to the same terms. In the Tax Convention they are dealt with in two different Articles.

I've given up trying to understand if a UK government pension becomes taxable in the US if you become a citizen. I've e-mailed HMCE to ask if becoming a US citizen and hence holding dual nationality changes anything. Hopefully will get a reply sometime next week.
