I think it is interesting to compare the US, shoot first, ask question later approach of officer safety being the priority, with the British (London) approach of calling off a chase if a suspect on motorbike takes their helmet off, as a chase would put the suspect in danger.
Neither is utopian, but a reflection of priorities.
