It is defined as a crime, but it isn't in the same category as strangling your wife, or killing someone during an armed robbery, where the former is has killing as the goal, and the latter has killing as a faily predictable consequence of taking a gun to commit a robbery. Except in the rare circumstances where someone sets out to deliberately run somebody down with their car, killing someone while driving is not deliberate, and I am certain that this is case here, that Anne Sacoolas did not think "I'm going to kill someone while driving today."

As of now, 23:15 GMT 12 May 2020, the story isn't on the bbc.com news home page for either the UK or US/ North America; it is on the news home page for England,

Yeah it's absolutely about trying to get back on the Security Council, but better than nothing. I blame the medicine for my back, but the Israeli ambassador being named Nimrod was very funny. As for the backlash; "Michael Levitt, the Liberal MP for the Toronto riding of York Centre, told The CJN that he’s heard from many constituents who have expressed “concern and disappointment” at Canada’s UN vote.",
I offer thoughts and prayers.

not much of what he posts does make sense.
I think he may be writing a novel. Something on the lines of James Bond saves The World’s Economy/travel...subterfuge/conspiracies/Etc etc etc.

Well who would have thought that, the Interpol Office in the US being part of Homeland Security and all.
You still don't publicize what you are doing and reduce the odds of catching someone to zero, even if they were bugger all before. Unless of course you don't want to catch them and it is just for PR.

How does what might be in the media thousands of miles away in an insignificant island bobbing around off the French coast, put any heat on her at all. Most Americans would not have a clue who she is or what she was involved in, and she no doubts goes about her daily business unrecognized.

What if the CIA changed named her and provided her with a new identity so she can continue to do whatever she does. The papers say she is higher flying spy than her husband is. Would that get around the red letter? If so it is meaningless.

Maybe she was an analyst, quite possible considering where they were based, or even a liaison between the facility and Langley or Fort Meade.

One Chelsea Manning contacted Wikileaks. Among the 'leaks' leaked was a video "which WikiLeaks titled Collateral Murder, showed that the crew fired on a group of men and laughed at some of the casualties, some of whom were civilians and reporters. An anonymous U.S. military official confirmed the authenticity of the footage".
A reasonable observer would conclude that this event witnessed murder. The ensuing US report on the incident sought to excuse actions of those involved.
One Mrs Sacoolas, driving on the wrong side of the road, struck and killed a motor cyclist. She later fled the UK claiming Diplomatic Imunity. A subsequent request for extradition from the US was denied.
What have these two events in common?
It's a pattern of behaviour by US citizens living abroad that, although deplorable when judged by civilised standards, is condoned and defended by US officials.
'Why do they choose to behave like this?' you might ask.
It's because the US places itself above international norms. Rules that apply to others cannot be used to judge US citizens because they're able to act with impunity.
